Avery offers an easy-to-use online tool for laying out and exporting badges (and other template formats) for all of their products:

There is no download required. This Avery site allows for template design/layout with images, barcodes, QR codes and other features (just as the standard Certain feature in the Badges tab does).  Once your layout is complete, you upload an .xls or .csv file (that you've exported from Certain) containing the applicable data fields to merge, and then print or export to PDF.
