The Payment page doesn't pre-select any payment option, so attendees always need to choose one themselves before they can complete payment or go through the registration process provided that a payment page was included on the page layout.
Example
Most of your attendees pay by credit card, so you'd like Pay by Credit Card to be chosen for them when the Payment page loads. There's no event or form setting that does this today, for credit card or any other option, so each attendee selects their payment method first.
